Youth Empowered to Live and Lead
In-School RFP Application

Turning the Hearts Center’s (TTHC), Youth Empowered to Live and Lead project is seeking proposals from qualified organizations to provide after school instruction and college and career-readiness classes to in-school, at-risk youth residing in the South Region of San Diego County, as a subcontractor to a Workforce Investment Act (WIA) Youth Employment Contract. The subcontract is subject to award of the WIA contract to TTHC, and will focus on providing services to in-school youth only with the purpose to engage youth at risk of dropping out of school by creating a linkage between academic learning, work-based learning experiences, college prep and career pathways.

Specifically this Request for Proposal is seeking organizations that:

• Have 5-10 years of experience in college readiness, workforce development, particularly with youth.
• Can demonstrate experience in connecting with local high schools.
• Can provide linkages to career academies, career technical education programs and or/career pathways.
• Can demonstrate their effectiveness in securing post-secondary and job placements for an at-risk youth population.
Award of the subcontract will go to the organization with the most competitive bid in terms of vision, price, quality, and innovation. The initial term of the contract (subject to award of the WIA contract to TTHC) shall be for a one-year period beginning July 1, 2012 and ending June 30, 2013, with the option of extending contracts for additional one-year terms up to four additional years, contingent upon need, demonstrated performance and availability of funds.
